The Official Announcement of VII Being Lifted This news dispatch originated out of Iraq, Sunday 8/30/2009.
It addresses Iraq's stance regarding Atomic Energy. Under Chapter VII, Iraq is prohibited from trafficking WMDs, etc. Closing the door on this issue will probably result in a "public vote" officially removing Iraq from Chapter VII. I'm betting this is what's gonna happen
September 25th, when Obama chairs the UN Security Council meeting. The UN website shows the issue to be: Nuclear Non-Proliferation.

Also, since Iran has been unresponsive to the UNSC regarding their nuclear ambitions/bomb-making....there is a very real possibility of a vote isolating Iraq from UN Nations with sanctions like were placed on Saddam Hussein's Iraq.

Wouldn't that be a flip-flop? Iraq becoming a part of the Arab League, GCC (with enhanced security courtesy of its Arab neighbors), a workable HCL, and redenominated/RI/RV'ed currency that is internationally accepted.

بين الناطق الرسمي باسم الحكومة علي الدباغ ان مصادقة العراق على بروتوكول نظام ضمانات وكالة الطاقة الذرية سيعزز جهود البلاد للخروج من الفصل السابع والافادة من الاستعمال السلمي للطاقة النووية. Between the government spokesman, Ali al-Dabbagh said Iraq authentication protocol and the safeguards system of the International Atomic Energy Agency will strengthen the country's efforts to emerge from Chapter VII and benefit from the peaceful use of nuclear energy.


وقال الدباغ في بيان صحفي: ان انضمام العراق الى البرتوكول يهدف الى انهاء ولاية فريق العمل الخاص بالعراق في الوكالة الدولية للطاقة الذرية من خلال ازالة المبررات التي تستند عليها بعض دول مجلس الامن لاستمرار عمله وتقليل الالتزامات والقيود والقرارات المفروضة عليه، اضافة الى تمكينه من الافادة للاستعمال السلمي للطاقة النووية والدعم الفني المقدم من الوكالة بهذا المجال، الى جانب تعزيز جهوده الرامية للخروج من الفصل السابع. Dabbagh said in a press statement: that Iraq's accession to the protocol aimed at ending the mandate of the Task Force on Iraq of the International Atomic Energy Agency by removing the rationale behind some countries in the Security Council to continue its work and reduce the obligations and restrictions imposed on it and decisions, as well as enable it to take advantage of the use of peaceful nuclear energy and technical support provided by the Agency in this area, as well as strengthen its efforts to emerge from Chapter VII. واضاف انه تم التصويت على انضمام البلاد على البروتوكول بعد تشكيل لجنة لدراسته ووضع التوصيات الخاصة بشأنه واحالته الى مجلس شورى الدولة لاتخاذ الاجراءات المطلوبة، مبينا ان مدير الوكالة الدولية للطاقة الذرية محمد البرادعي ابدى ترحيبه بتوقيع العراق على نظام الضمانات الشاملة للوكالة، مؤكدا ان ذلك سيؤهل العراق للطلب من مجلس الامن رفع ما تبقى من العقوبات المفروضة عليه وان تضع الوكالة استنتاجا بشأن عدم وجود مواد او انشطة نووية غير معلن عنها في العراق وتكون له اهمية في تنفيذ أحكام الفقرة 3 من قرار مجلس الأمن المرقم 707 لعام 1991 والفقرتين 12و13 من قرار مجلس الأمن 687 للعام 1991 والاقرار بالتزام العراق بشكل كامل باتفاق الضمانات المبرم مع الوكالة.البيان اوضح ان البرتوكول الاضافي يتضمن عدة فقرات بينها توفير المعلومات والمعاينة التكميلية وتسمية مفتشي الوكالة وحماية المعلومات السرية. He added that he was voted the country's accession to the Protocol after the formation of a committee to study and make recommendations thereon and for transmission to the State Consultative Council to take action required, indicating that the Director of the International Atomic Energy Agency, Mohamed El Baradei, expressed his welcome to the signing of Iraq's comprehensive safeguards regime of the IAEA, saying that this will equip Iraq the request of the Security Council to lift the remaining sanctions imposed on it, and that the Agency develop a conclusion about the absence of material or of undeclared nuclear activities in Iraq and be of no importance in the implementation of the provisions of paragraph 3 of Security Council resolution No. 707 of 1991 and of paragraphs 12 and 13 of Security Council resolution 687 The 1991 and acknowledge the commitment of Iraq fully with the safeguards agreement with the IAEA. The statement said that the Additional Protocol contains several paragraphs including the provision of supplementary information and preview and the designation of Agency inspectors and the protection of confidential information.
