If Iraq wants out they have to make something happen at this meeting. The SC Compensation Comm. meets in May to review the status of the compensation program. They would have to have any agreement between Kuwait and Iraq in hand at that meeting for their report that goes to the Security Council, otherwise it would be business as usual. No agreement, no change in Chapter VII. Plus it would be a huge benefit to Iraq to have an agreement before the Arab summit.

iraq is/has about as much say in chap.VII as Palistine does over Israel.....the rest is just talk......

The Secretary General has been very specific, in numerous reports, as to the steps Iraq has to take to get out of Chapter VII. It is all about the issues with Kuwait now. Iraq voted on the Additional Protocol so that should be a done deal. IMO the Arab summit has no control or any say over Iraq getting out of Chapter VII. However, Iraq's position in the summit would be greatly enhanced if they could claim that the problems with Kuwait have been solved. Based on Iraq's past ability to accomplish anything, I am not holding my breath that they will get it done that's for sure.

the picture that's been given as to Iraq's ability to get anything done always falls back on this Kuwait thing as the problem! could very well be,.. but the underlining issue to me is not Kuwait holding up anything but rather the issue of Iran and oil and the fact that Iran wants to trade oil in other currencies with other countries and other countries wanting to trade oil in other than just petro-dollar.i would think the PTB have to deal this out first before the release of such a powerful country as Iraq with it's wealth and resourses.with that being said it's as though Iraq's safe under chap.VII until the issue over Iran can be solved hopefully without war...'

Agree, have said a number of times that Kuwait was the excuse to keep Iraq under chapter VII and Iraq's failure to deal with the issues has allowed this to continue to drag on and on.

What really struck me as odd, was that article a few months ago where it said the US was holding the Kuwaiti archives neccassary for Iraq to return to Kuwait as part of CH7...now all of a sudden the other day, POOF-they present said archives out of nowhere in front of the UN. This is all being orchestrated at the highest levels, and while I do think Iraqi incompetence is a big part of it, everything seems to be purposfully delayed.
