It seemed so believable and with all the supposed confirms from banks in the US that they had been informed of an impending rv. It seemed like it had all fallen into place. I should have known better. That if it seemed too good to be true it probably is. I can say this honestly. I believe we in no way will ever be able to get a heads up on an rv. That we can find facts and info and discuss it and enjoy each others company on here. But one day it will show up and someone who either has never posted. Will be the one who tells us.

What is interesting is that CK and I have stating since December, when Resolution 1859 was passed, that the return of International status could be critical as one of the affected items was the status of Iraq's currency.

Resolution 1859 is the current document that authorizes Chapter VII and carries forward any issues from past resolutions. 1859 calls for a review of all the old resolutions from 1990 to the present as one of the criteria for the termination of Chapter VII and the return of International status to Iraq as it had prior to 1990. If any of the current sanctions of Chapter VII are to be terminated, the Security Council will pass a new resolution. If no action is taken regarding the Secretary General's July report, then Resolution 1859 and Chapter VII control will remain in effect until December 31, 2009. At that time the SC would have to pass a new 2010 resolution to either continue to extend the provisions of 1859 (Chapter VII control) or terminate the provisions including Chapter VII control. The significant point is that Chapter VII is what gives the SC legal authorization to enact control of Iraq affairs no matter what the issue and that is currently Resolution 1859.

It would seem that he has realized what others on our forum have learned is that even though the intel from the banks may be true, it cannot be considered as reliable. The rates, programs, training and equipment may be in place and they may be ready, but they do not have control of the RV trigger. What I do find interesting is the intel itself and if it is in line with other sources that are providing similiar information.

I agree with part of your statement. Yes, Iraq has been under Chapter VII since 1990 and during that time Saddam's regime instituted rate changes. What makes the difference now is that the UN did not control the financial infrastructure of the country until 2003.

When the Coalitional Provisional Authority (CPA) took over in May 2003, the authorities began restructuring the government to include the CBI. The IMF provided technical assistance to the CPA. In October of 2003 the CPA began the distribution and exchange program with the new dinar. During the next few months there was a fluctuation in the exchange rate which stabilized around January 2004 to approximately 1460 dinars to one USD. In September 2004, the IMF and World Bank transitioned from providing technical assistance to supervision of the CBI and the financial infrastructure of Iraq. This occurred because the IMF approved a (US)$436.3 billion Emergency Post-Conflict Assistance loan to Iraq. The supervision of the CBI included the management of the rate exchange program. That control is still in place.

The status of Chapter VII’s impact on the RV depends on your viewpoint of whether the IMF will institute the RV or will Iraq be in control. At this time, Iraq is still not in full control of their economy, ie the DFI fund, Kuwait, frozen assets etc. and won’t be in full control until Chapter VII has been terminated. The RV is also still an ace in the hole for Iraq to use to get what they want from the UN. A consideration is that the frozen assets may not be released until Chapter VII has been lifted and used to assist in underwriting the RV. Another consideration is that Kuwait has not officially approved the investment deal in lieu of payment for Iraq’s debt to Kuwait. It would seem reasonable that Iraq would not want the RV until they have that deal signed, sealed and delivered to the UN. That keeps Kuwait from double dipping with the RV.

the CBI could raise or lower the program rate to prove to the IMF they could control inflation....we need Art 7 lifted so the Iraqi's can take control of their own economy, like for example taking control of the DFI funds....
