Based on the highlighted phrases evidently Chapter VII will not be lifted, but rather a new timetable will be established. It would also appear that a review of all the old resolutions has not even been conducted yet. The convention pledge that is referenced is the SFA/SOFA signed in December.

When Ban Ki-moon sets this date, is it something that will be revealed in the news or are we still gonna have to wonder about it and wait until it happens? Any thoughts on that???

It should be published. His report will be filed with the SC. They should do another resolution with whatever time frames are involved and any conditions that Iraq has to complete.
