Kuwaiti Foreign Minister arrives in New York to ask the Security Council to keep Iraq under Chapter VII

تطورات كثيرة برزت على الساحة الدولية في ما يتعلق بانهاء العقوبات الدولية المفروضة على العراق ، ففي وقت يعتزم مجلس الامن الدولي اجراء مراجعته الدولية بشأن ِالعقوبات المفروضة على العراق منذ العام 1991، وصل وزير الخارجية الكويتي محمد صباح السالم الصباح الى نيويورك لمطالبة مجلس الامن بإبقاء العراق تحت طائلة البند السابع واستمراره في تسديد التعويضات عبر استقطاع خمسة في المائة من ايراداته النفطية.
Many developments that have emerged on the international arena in terms of an end to international sanctions imposed on Iraq at the time of the UN Security Council intends to hold its international sanctions imposed on Iraq since 1991, the Kuwaiti Foreign Minister Mohammad Sabah Al-Salem Al-Sabah to New York to ask the Security Council to keep Iraq under the Section VII and subject to continued payment of compensation through the deduction of five per cent of oil revenues.
وسيقدم الامين العام للامم المتحدة بان كي مون تقريرا وافياً امام اعضاء المجلس يشرح فيه طبيعة التطورات التي يشهدها العراق ولاسيما بعد سقوط النظام السابق والاجراءات الواجب اتخاذُها لمساعدة العراق في الخروج من طائلة الفصل السابع لميثاق الامم المتحدة.
The Secretary-General of the United Nations Ban Ki-moon, a full report to members of the Council to explain the nature of developments in Iraq, particularly after the fall of the former regime and the measures to be taken to help Iraq get out of the money in the Chapter VII of the Charter of the United Nations.
مصادر مطلعة في المنظمة الدولية المحت الى ان الامين العام سيضّمن تقريره المرتقب طلباً صريحا بانهاء العقوبات المفروضة على العراق بعد ايفائه بكاملِ تعهداته، هذا ومازال وفد العراق يجري لقاءاته في نيويورك مع عدد من اعضاء مجلس الامن لتوضيح رؤية العراق بهذا الخصوص، وزير الخارجية هوشيار زيباري كان أعلن من نيويورك ان اخراج العراق من الفصل السابع التزام اميركي، لكون بغداد وقعت اتفاقية أمنية مع واشنطن تحكم وجود القوات الأميركية في العراق على أساس تفاهم مشترك بأن الولايات المتحدة سوف تساعد العراق للخروج من الفصل السابع.
Informed sources in the international organization hinted that the Secretary-General's forthcoming report will ensure an explicit request to end the sanctions imposed on Iraq after the whole of meeting its commitments, this is still the Iraqi delegation is to meet in New York with a number of members of the Security Council to clarify the vision of Iraq in this regard, Foreign Minister Hoshyar Zebari was New York, announced that Iraq out of Chapter VII of the U.S. commitment to the fact that Baghdad has signed a security agreement with Washington governing the presence of U.S. forces in Iraq on the basis of a common understanding that the United States will help Iraq out of Chapter VII.
وزير الخارجية اكد ان العراق لن يستعيد كامل سيادته واستقلاله من دون التخلص من القرارات الدولية الـثلاثة والسبعين، التي اتخذت في اطار الفصل السابع من ميثاق الأمم المتحدة.
The Foreign Minister stressed that Iraq will regain its full sovereignty and independence from the disposal of the international resolutions and seventy-three, which were adopted under Chapter VII of the Charter of the United Nations.
وقال زيباري ان العراق يدفع مليارات الدولارات بسبب عقوبات الأمم المتحدة المفروضة عليه منذ غزوه للكويت عام 1990 والحرب التي تلت ذلك.وأشار الى انه أجرى مناقشات مكثفة في نيويورك مع أعضاء مجلس الأمن بخصوص العقوبات، معرباً عن اعتقاده بأن النتيجة ستكون ايجابية، لافتا الى انه شعر بقدر كبير من النوايا الحسنة، وقد حان الوقت بالنسبة للعراق للتخلص من كل هذه القيود، واستعادة مكانته الدولية وموقعه كدولة طبيعية كما قال زيباري
Zebari said that Iraq was paying billions of dollars because of UN sanctions imposed after it invaded Kuwait in 1990 and the war that followed. He said he held intensive discussions in New York with the members of the Security Council on sanctions, expressing his belief that the outcome will be positive, pointing out that he was a great deal of goodwill, and it is time for Iraq to get rid of all these restrictions, and the restoration of their international status and position as a natural Zebari also said
