An official source at the Kuwaiti Foreign Ministry, the Office of the (Agency Iraqi media / conscious) in Kuwait "Kuwait officially informed the Secretary-General Ban Ki-moon, the exit of Iraq from Chapter VII. The source of the reporter (conscious) "

"The approval was based on investment rather than the compensation agreed upon in the above decision. This does not mean Chap 7 is gone...but does say that "kuwait is not a problem" anymore!!!!

Talabani submits issue of canceling Kuwaiti debts

Eye / Prime Minister's media advisor has announced that Iraq's president Mr. Jalal al- Talabani, Iraq's representative in UN session will submit issue of canceling overdue Kuwaiti debts on Iraq.
Noon website quoted advisor Ali al- Mawsawi saying" Talabani will submit the issue of canceling or reducing Iraqi reparations to Kuwait in UN session, explaining that Iraq is optimistic towards reducing these debts or canceling them as a whole, because Kuwaiti government understands Iraqis' sufferings and its urgent need for these sums as reparations for old regime's practices to build the country again

Chap 7 "new" resolution that cancels 1859 is still there but looks like Kuwait is all "support" of them 'now' leaving chap 7....we wait for the UNSC to post a new resolution canceling chap 7.

Kuwait is considering investing in Iraq war reparations


Kuwait said it was considering a proposal supported by the United Nations to invest the compensation paid by the invasion of Baghdad in Iraq in 1990 to settle the issue.

The Secretary-General Ban Ki-moon said in July that he supported the idea of alternative solutions to reduce the war reparations paid by Iraq to Kuwait, including the idea that Baghdad is the conversion of the compensation paid to investment.

The news agency KUNA on Thursday, Sheikh Mohammad al-Sabah, Kuwaiti Foreign Minister as saying in response to a question about Ban Ki-moon's proposal to settle the issue of war reparations, "This is what we think."

"We want to deepen the relationship and interdependence based on shared interests and the interconnectedness of economic and strategic infrastructure in the area of tourism and trade and investment .. This is the partnership that we aspire to achieve with our brothers in Iraq."

The UN Security Council of the United Nations is Iraq after the Gulf War in 1991 to pay compensation to the countries which suffered from the occupation of neighboring Kuwait in 1990 to 1991. Must be on Baghdad to allocate five percent of its oil revenues to pay compensation which goes mostly to Kuwait.

Iraq has said that he still owed with $ 25.5 billion U.S. dollars in compensation, including 24 billion for Kuwait alone.


Iraq wants to abolish the Security Council the obligation to pay compensation to Kuwait, saying that compensation is an unfair burden or reduce the proportion of compensation to provide more funds for reconstruction projects and development.

Called on Iraq to cancel the Security Council resolutions that require him to pay compensation under Chapter VII of the Charter of the United Nations.

The comments by the Kuwaiti Foreign Minister in New York after a meeting between Iraqi President Jalal Talabani and Prime Minister Sheikh Nasser Al-Mohammad Al-Sabah.

Sheikh Mohammed said the two sides discussed Iraq sought to get out of Chapter VII of the Charter of the United Nations, noting that Kuwait will help get Iraq out of Chapter VII, but made clear that Iraq must comply with UN resolutions.

"We only want to hold things and we want to accelerate the departure from Iraq of these commitments by facilitating the application."

Kuwait and opposed to exit Iraq under Chapter VII and has thus far succeeded in pressuring the Security Council to support that.

But council diplomats said they would support the lifting of restrictions imposed on Iraq by the end of this year, which may help Iraq to renegotiate the size of compensation to be paid for by Kuwait.

The strained relations between the two countries this year, with politicians from the two countries exchanged accusations over compensation.

This is really great news. It will be interesting to see how fast the SC reacts and approves a new resolution regarding Chapter VII status. This might happen this next week. The reason is that the US is the President of the Security Council this month. Twice the US has promised Iraq that it would get them out of Chapter VII. The US might want to get this approved on "their watch."
