Iraqi President and Foreign Minister Meet Secretary General of the United Nations

The Secretary General of the United Nations received in his office at the UN headquarters in New York on 26/9/2009 His Excellency Mr. Jalal Talabani President of Iraq, and Foreign Minister Hoshyar Zebari and their accompanying delegation. The Iraqi side explained the political and security situation developments in Iraq, where the Iraq President stressed on the Iraqi government's request from the United Nations to nominate a senior representative to assess the level of foreign intervention in terrorist operations in Iraq and its impact on security and stability in both the region and Iraq.

During the meeting, the UN role in Iraq through the UN mission to assist in Iraq (UNAMI)was discussed, and the importance of strengthening its presence, since Iraq will witness the upcoming legislative elections in the coming months. The two sides agreed on the necessity of continuing the important role played by the United Nations in Iraq by providing support, advice and assistance .

The Iraqi side confirmed the importance of rapid response to the report of the Secretary-General of the Security Council on the review of decisions on Iraq under Chapter VII of the Charter on the basis of Security Council Resolution 1859, and that the time has come for the Security Council to adopt resolutions which ends the violation of Iraq's sovereignty and financial burdens, in order to return Iraq to assume responsibility, as an active member in the international community.

Iraq - Foreign Minister Participates in European Troika Meeting
Foreign Minister Hoshyar Zebari participated in the European Troika meeting held at the Representation of Sweden to the United Nations in New York on 26/9/2009. The meeting reviewed the level of developments in the Iraqi-European relations, and evaluation of assistance and support from the European Union and European countries, either through donor funds, or through direct support for the political process and reconstruction in Iraq.

The Minister explained the European-Iraqi relations, and the level of progress in the implementation of memorandums of understanding and Trade and Cooperation Agreement concluded between the parties. Also took the this opportunity to provide a briefing on the diplomatic effort undertaken by the Iraqi Government on the terrorist attack on 19/8/2009, and thanked the European countries that have hosted a number of the victims of this criminal incident.

Minister Zebari stressed that what took place requires the international community to assume its responsibilities in the global fight against terrorism and help Iraq in its request for the designation of a high-level representative by the United Nations to assess the level of foreign intervention in terrorist operations in Iraq and its impact on security and stability.

Iraq - Foreign Minister Meets Oman's Foreign Minister
In continuance with meetings and interviews conducted by Foreign Minister Hoshyar Zebari and his counterparts on the sidelines of the General Assembly. Minister Zebari met on 26/9/2009 Mr. Yousef Bin Abdullah, Minister of Foreign Affairs of Oman at the UN headquarters in New York. During the meeting, they reviewed relations between the two countries and ways of developing them, and their role in strengthening security and stability in the region, and the need to continue to exchange views in this regard.

Minister Zebari made a briefing on the developments in the political, economic, and security situations in Iraq, and diplomatic moves being carried out by the Iraqi government after the terrorist attack on Baghdad, 19/8/2009, and the reasons that pushed Iraq to demand a designation of a high-level representative from the United Nations to assess the level of foreign intervention which affect the security and stability in Iraq. The foreign minister of Oman stressed his stand with Iraq in its fight against terrorism, and condemnation of this criminal operation.

Iraq - Foreign Minister Attends Meeting of Group of 6 +3 +1
Foreign Minister Hoshyar Zebari Participated on 26/9/2009 in a meeting that included each of the GCC, Egypt and Jordan in addition to the United States. The meeting addressed a number of topics on the security and stability in the region. A press statement was issued from the meeting included most of those topics, particularly the Middle East issue.

President of the Republic, Mr. Jalal Talabani and Foreign Minister Hoshyar Zebari and members of the Iraqi delegation met on 25.9.2009 Mrs. Hillary Clinton in her residence in New York and discussed and reviewed the political, security and regional situation, as well as Iraq's efforts to end the provisions of Chapter VII and the steps to be taken in order to expedite the process.

The meeting also discussed the ongoing preparations for holding an investment conference in Washington next month.

The meeting focused on the efforts of the Iraqi delegation with the Secretariat and Security Council members to assign a high-level representative from the Secretary-General to assess the level of foreign intervention and stand on the details of the terrorist attacks on 19/8/2009, in order to estimate the necessary steps to support the security and stability in Iraq .

Iraq - Third Meeting between Foreign Ministers of Iraq, Syria in New York Sponsored by Turkey and the Arab League
A third meeting was as held on 25/9/2009 in New York, in the headquarters of the Turkish Mission between Foreign Minister Hoshyar Zebari and his Syrian counterpart Walid al-Moallem under the sponsorship of the Turkish Foreign Minister Mr. Ahmed Daoud Ihsanoglu, and Mr. Amr Moussa, Secretary General of the League of Arab States.

The meeting discussed the crisis between Iraq and Syria concerning the bloody bombings in Baghdad on 19/8. During the meeting, the review of previous meetings in Cairo, Istanbul and security meeting in Ankara took place.

The parties presented their positions on the crisis and emphasis was placed on the same positions. The meeting did not achieve any tangible results to address the crisis.

We will not see Chap 7 lifted until a NEW resolution replaces 1859!!

WOW what a full weekend of meetings!!!!

Do you think they would let it expire if they hadn't done all to be released? Couldn't they just re-new it?

Security Council resolutions cannot just expire and become null and void. A new resolution has to be approved that either terminates or amends the existing sanctions listed in Resolution 1859.
