Iraqi parliament fails to pass the election law for the seventh time

BAGHDAD: Iraq's parliament postponed the vote on Sunday to the election law for the seventh time, while discussions continue between the blocks to solve the Kirkuk crisis that threatens to delay the elections scheduled in January 16 next year.

The British Broadcasting Corporation "BBC" The international mediators from Washington and the United Nations involved in the negotiations to bring the different points of view between political parties, where there are growing fears that the postponement of the elections reflected negatively on the security situation and plans for the U.S. military to withdraw its troops from Iraq.

The dispute centers on two main issues, first is the ballot papers and whether they will include the list of candidates or parties, and the second which raises a wide disagreement is the issue of oil-rich Kirkuk, home to Kurds, Arabs and Turkmen.

Kurdish parties and locked by a dispute with the Arabs and Turkmen on the other side on the accuracy of the electoral rolls of the city and the redistribution of electoral seats in parliament.

Arabs and Turkmens demanded update the voter register in Kirkuk, as Kurds are demanding annexed to Kurdistan. And the failure of the Iraqi parliament last week to reach an agreement on the electoral law.

The population of the province of Kirkuk 900 thousand people are a mix of Turkmen, Kurds and Arabs with minority Caldoochorep.

Prime Minister Nuri al-Maliki has expressed serious concern about the possibility of postponing the elections. He said in a statement: "If elections are not held by the deadline will not be for the government and parliament no legitimacy."
