The United Nations is preparing a plan for reconciliation between Iraq and Kuwait

UNITED NATIONS (Reuters) - UN official said on Monday that the UN is working to develop the main features of a plan to help Iraq in ending the dispute with Kuwait for compensation 19 years after the Iraqi invasion of oil-rich Gulf state.

Iraq wants the Security Council to reduce the size of the compensation is paid to Baghdad from Kuwait after the Gulf War that ended in 1991 the occupation of former Iraqi President Saddam Hussein of Kuwait, which lasted between 1990 and 1991.

Iraq says the compensation in excess of $ 20 billion is a fair and wanted to reduce the amount to allocate more money for reconstruction and development. It also demanded the cancellation of Security Council resolutions which ordered payment of compensation under Chapter VII of the Charter of the United Nations.

Said Ad Melkert, UN special envoy to Baghdad at a meeting of the Security Council the 15-nation on Iraq, that the most important priorities, "the normalization of regional relations (Iraq), particularly with respect to that of Kuwait and to get out from under the penalty provisions of Title VII of the Charter."

Melkert said that the UN mission in Iraq will outline a plan to achieve this.

"We seek the consent of both parties to define an agenda given their consent to complete it resolved any issues that remain and lead to the normalization of the situation in Iraq within the United Nations."

Kuwait opposes ending the Iraq subject to the terms of Chapter VII. But Security Council diplomats said they might conduct a vote to lift restrictions on Iraq in the coming months it will pave the way for Iraq to re-negotiate the amount of compensation paid to Kuwait.

He said Melkert told reporters that the proposal would involve a range of subjects of dispute between Kuwait and Iraq.

He said that in addition to compensation there is still a subject of the agreement on the land and maritime boundary between Iraq and Kuwait. Kuwait, as demanded by its citizens with information about missing persons and the property of the Kuwaiti government says it was stolen during the occupation.

At the end of July, Iraq was condemned for damages of approximately $ 25.5 billion, including $ 23 billion to Kuwait alone.

Melkert said that the agreement is likely to wait until the end of Iraq's parliamentary elections scheduled to take place in January.

The Iraqi ambassador to the UN, Hamid al-Bayati told reporters that his government is trying to locate 600 Kuwaitis, a process that could take a long time.

He said the operation to end the subordination of Iraq to section VII should not wait to be found on all missing persons or to identify their remains.

Bayati said that there are differences over the demarcation of the Iraq-Kuwait border, but the two countries "are thinking the same way" and will be able to agree.

Melkert did not comment on the visit to Iraq this month by Oscar Fernandez Taranco Assistant Secretary General of the United Nations at the request of Baghdad to investigate his support for rebels from foreign countries.

Bayati said that his government Taranco Fernandez's visit "a first step followed by next steps .. to reveal those behind the deadly bombings in Baghdad in August (AP) and October (October)."
