June 10,2009
AP: The U.S. Ambassador to Kuwait Deborah Jones, "The United States agrees with the view expressed by the Kuwaiti government.
This means we are supportive, and we support the efforts by Iraq to get out of the consequences of Chapter VII "of the UN Charter.

Jones said: "I think the argument that the U.S. commitment to support Iraq in its efforts to emerge from the consequences of Chapter VII of the Charter of the United Nations is just words, and agreed by all, because what we are trying to do is to push all parties in the right direction to Iraq will be able to return to his position, which he enjoyed before the adoption of this UN resolution, which I think everyone agrees it wants it, including the United Nations.”

The U.S. ambassador to the interest of everybody in the region that Iraq is once again part of the international community because it means that Iraq has committed to UN resolutions and discharged his duties towards his neighbors and his people.

Jones confirmed that the U.S. goal has always been "to help restore security and governance in Iraq, including helping to improve the lives of the Iraqi people and security and contribute to the security of neighboring countries, which prevent groups or other organizations, whether al Qaeda or other exploitation of Iraq." She added that the United States wants Iraq to be "like any other sovereign state and respect the sovereignty of other countries around, but at the same time there is a rule enjoy security and able to follow the continued prosperity and stability

The U.S. ambassador said her country shared the Kuwaiti government in its view with regard to efforts by Iraq to get out of the consequences of the provisions of Chapter VII tight at the same time, a set of obligations that Iraq must fulfill.

The Jones saying: "There are a range of consequences of these decisions, we believe that the United Nations is the appropriate place to discuss these issues and we believe there is ample room for bilateral discussions between Kuwait and Iraq on many of these issues."

Jones's statements came a framework for an explanatory statement, U.S. Ambassador to Iraq, Christopher Hill, who said last week that the "out of Iraq from the consequences of Chapter VII is an objective shared by the United States with Iraq," adding that "in fact, the security agreement requires us to help Iraq in this process."

With regard to the demarcation of the border between Kuwait and Iraq, Ambassador Jones stressed that "the United States remains committed to UN Security Council resolution No. 833, which played a role in the publication during that time."

Jones said "We are here to work with Kuwait and other countries in the region to normalize Iraq's relations with its neighbors, including Kuwait, will continue to work with the governments of Kuwait and Iraq under the umbrella of the United Nations and bilaterally to achieve this goal, but it is important that there is no misunderstanding about our commitment to the resolution of international No. 833. "

Asked about efforts by the United States to help Iraq meet its obligations to get out the consequences of Chapter VII of the said United States ambassador to Kuwait said that while the U.S. diplomats in Baghdad are able to express this issue better, but "we offer advice and consultancy and we encourage We have talked with many figures from the United Nations, as we talked with the Iraqis to try to clarify what can be done as we try to help in some ways to try to provide assistance and funding and means that will allow them to do certain things like the search for the missing and the bodies of Kuwaitis missing in Iraq. "

Jones noted that some of these issues are "issues related to the ability" while others are "more complex and linked to traditional diplomacy and talks," Renewed once again that "there must be on Kuwait and Iraq to deal with these issues and the United Nations could play a role they are doing it now and we are here to encourage the bilateral dialogue."

And whether the issue of Iraq out of Chapter VII of the consequences have been discussed during the meeting, which gathered last night with Deputy Prime Minister and Foreign Minister Sheikh Dr. Mohammad Sabah Al-Salem Al-Sabah, said Jones had been refusing to discuss the topic to comment on the substance of the meeting.

In the final comment on this issue, said U.S. Ambassador to Kuwait, through the envoy's visit the Prince's adviser Mohammed Abu al-Hassan to the number of permanent members of the UN Security Council has to send a "special envoy has the skills to put the issue of Kuwait to the world well."

The two above RED text brings two questions:
Did this meeting "last" night take place in Iraq??? or UN??

Do the SOFA state that USA will get them out from art. 7??

CK good question. Is it actually part of the SOFA?SFA or was it a side agreement. This is the quote from the Iraq Foreign Minister in the interview that is also posted in this thread. It states "after signing" the US promised. But without actually seeing the agreement it would be hard to determine.

"After signing the security agreement between Baghdad and Washington on December 15 (December) of 2008, the United States promised Iraq by removing it from the Chapter VII, is scheduled to convene the Security Council to this effect in mid-June (June) to discuss in this case."
