Oil, Gas Committee Says Oil Contracts Unconstitutional

BAGHDAD / Aswat al-Iraq: MP from the parliament’s oil and gas committee, Jaber Khaliefa, underlined on Monday that the contracts the Oil Ministry will sign with foreign and central Iraq by the end of the month are unconstitutional, urging to approve the oil and gas law before these contracts are signed.
“The article 3 of the law 97 of 1967, asserted the importance of the presence of a law when the oil national company signs a contract with any foreign company,” Khaliefa told Aswat al-Iraq news agency.
He criticized the statement of the legal expert, Tareq Harb, who asserted that these contracts are legal.
Tareq Harb had said that the oil contracts the ministry will sign by the end of June with foreign companies are legal, noting that article 16 of the constitution stipulated issuing a law in signing agreements and pacts not in signing contracts.
