Baghdad, May 27 (AKnews) – Iraqi politicians believe that the alliance between the two Shiite blocs, the State of Law Coalition led by the outgoing Prime Minister Nuri al-Maliki and the Iraqi National Alliance (INA) led by Ammar al-Hakim, have the last chance to settle their issues before the next parliament convenes.

The election commission of Iraq sent on Wednesday, the results of the elections of 18 Iraqi provinces to the Federal Court to ratify. And according to the Iraqi constitution, the Iraqi president, Jalal Talabani, will call on the new parliament in 15 days to hold its first meeting in which the parliament speaker will be elected, and after 30 days, a new president has to be elected.

“The period of 15 days after the ratification on the elections results is the only chance that the State of Law and INA have to agree on the name of the merger bloc before the first meeting of the parliament takes place, and only then they will be assigned to form the government as being the largest prliamentary bloc,” Taha Dere said.

In light if the constitution, If the two blocs entered the parliament under their current names – State of Law and INA – then al-Iraqiya led by Ayad Allawi will be assigned to form the next government, being the largest bloc with 91 seats.

A member of al-Iraqiya List Mohammed Salman al-Tai said: “If al-Iraqiya list was given the opportunity to form the Iraqi government, the success chances are weak, because the (Shiite) coalitions would not vote for al-Iraqiya.”

Iraq is still awaiting the results of meetings between the two coalitions which will determine the shape of the future government.

A leader of Maliki’s State of Law, Khalid al-Asadi, said the two interlocutors will name, during the next few days, the head of their alliance, and that “the issue of forming the government and the prime minister will not get out of the coalitions.”

The next few days will see the naming candidate of a candidate for the Prime Minister office, he stressed.

Al-Iraqiya bloc confirms its right, based on Article 76 of the Constitution, while the two Shiite alliances insist on their right based on the interpretation of the article by the Federal Court.

The Federal Court has interpreted article 76 of the Iraqi constitution which stipulates that the “the largest bloc” can form the government as: either the bloc that was a stand-alone list in the elections and gained the largest number of seats or the bloc that was formed by merging more than one electoral list after the elections to put together a majority.

Under the Federal Court’s interpretation, the alliance between the State of Law and the INA has a better opportunity to form the government, thought it is still four seats short of a majority bloc which is 163 out of the 325-seat parliament.
