Urgent / Parliament’s session postponed for 2 weeks

BAGHDAD / Aswat al-Iraq: Heads of political blocs have agreed to postpone the parliament’s session tomorrow for two weeks, the temporary speaker of the Iraqi Parliament, Foad Maasom, announced on Monday.


“Leaders of political blocs will meanwhile continue their meetings until they agree on what should happen during the session, two weeks from now,” Maasom said in a press conference in Baghdad attended by Aswat al-Iraq news agency.


He noted that according to the constitution, lawmakers attending the session should select the parliament’s permanent speaker, his two deputies, and the president of Iraq.

State announced a coalition government led by Prime law outgoing Nuri al-Maliki, on Monday, it was agreed between the political blocs to postpone the meeting of the Council of Representatives to be held later Wednesday, with attention to setting a deadline of two weeks to go to Parliament and the deal includes one of the three presidencies.



The leadership of the coalition of the rule of law Hassan Sinead, in an interview with "Alsumaria News", the "representatives of the political blocs have all held a meeting today in the House, and decided not to hold the parliament session on the fourteenth of this month, and keep it open for two weeks to seek agreement the election of the three presidencies in one package. "



It was scheduled to hold a hearing in parliament on Wednesday the fourteenth of July present, after the first session was held on 14 June last, and kept open until the time to find a solution to the problem of the new government formation.



The Iraqi constitution mandates that the President calls for new Council of Representatives to convene within 15 days of the court's endorsement of federal election results, should the new Council be chosen at the first meeting as Chairman and two Vice-Presidents and an absolute majority of the members of the House and through the election by direct secret ballot, then the House of Representatives within a maximum period of thirty days the election of the President, and the latter to within 15 days after the election, a candidate commissioned the largest bloc in the House of Representatives to form a government, and is to the Prime Minister in charge of thirty days to complete the task, if not successful president assigns people substitute.



And saw the Iraqi political arena is a multiplicity of differences and the differences between the political blocs after the parliamentary elections which took place in the seventh of last March, there is disagreement about the interpretation of the constitutional article concerning eligibility cluster responsible for the formation of the government, and there is conflict over the candidate blocks for the post of prime minister, and then dispute within the bloc one of candidates for the position, as well as regional conflict of wills in that file.



The question being debated among the winners in the elections on the text of the constitutional entitlement Cluster winning the formation of the government, Iraqi constitution in accordance with Article 76 on the eligibility of the parliamentary majority of the formation of the government, while insisting coalition Iraqi (91 seats) that the text refers to the list of winning elections at the time of the rule of law is a coalition (89 seats) that the text means any farm that may arise as a result of a merger or alliance winning any of the blocks after the election.
