Declaration of the United Nations representative in Iraq, Ed Mlkrt intention to include the formation of the government faltered in his report to the Security Council next Wednesday, sparked different reactions.



Mlkrt said that Security Council members expect a positive report on Iraq, but the report will be a surprise to them.
