Iraqi Foreign Minister Hoshyar Zebari:: Saddam's invasion of Kuwait was the largest catastrophic mistake .. And Iraq is still suffering from its consequences
Middle East: Foreign Minister Hoshyar Zebari said Baghdad's troops invaded Kuwait in the era of former President Saddam Hussein 20 years ago «catastrophic mistake» continued to cast a shadow on relations between the two countries. These obligations and caused paralysis in the diplomatic and economic ties between the two countries at a time when Iraq needs a lot of in order to rebuild after years of wars and the siege and sectarian violence that has suffered.
The head of the parliamentary foreign relations committee of Kuwait Massouma al-Mubarak said «relations between Iraq and Kuwait will remain controversial (...) to achieve Iraq's internal stability, the government could achieve a common external relations». She added that «deep wounds, it is difficult to forget, but we try to turn the page on a new Kuwaiti-Iraqi relations».
There are many outstanding issues that remain unresolved between the two countries, including the demarcation of the border which has been accepted by the United Nations officially selected in early 1990. Saddam Hussein had agreed to the limits stipulated in Security Council Resolution 833. But the current Iraqi government did not agree with them. Zebari said «I wish to address this (matter) by the end of this year, to fold this page». The lack of government approval «(...) a political decision, the government feel that it will embrace the public at this stage with the approach of elections (which took place on the seventh of last March), because it could backfire, and we leave it to the next government to decide» it.
Diplomats see that Iraq has reservations on the 833 to accept the decision to invest as a bargaining chip in negotiations with Kuwait. One of the diplomats working in Baghdad on condition of anonymity, said that «Kuwait opposed to a radical review of the border». He added that «the existing reservation from the Iraqi side only strengthen the position of Kuwait and opposed to any initiative that may be related to the demarcation of the border».
And mutual cooperation between the two countries on issues of repatriation of remains of Kuwaitis and Iraqis do not apply to the demarcation of the border or demands the return of Kuwaiti property and archives. According to a report of the International Committee of Red Cross in November (November 2009), the fate of more than 300 people, including 215 Kuwaitis and 82 Iraqis and others of different nationalities, were missing. Zebari said that about six hundred people are missing since the invasion, with 285 returned the remains of Kuwaitis, saying Iraq's cooperation with regard to the archives and documents of Kuwait.
