US forces set to leave Iraq cities

Iraqi security forces have increased checkpoints and banned motorcycles from Baghdad's streets amid an increase in violence ahead of the withdrawal of US troops from major cities and towns.

Nouri al-Maliki, Iraq's prime minister, on Monday described the June 30 deadline for the US withdrawal as a "turning point" for the country and has declared Tuesday as the country's National Sovereignty Day and a public holiday.

But all police and army leave has been cancelled amid fears of fresh attacks.

"Our expectation is that maybe some criminals will try to continue their attacks," said Major General Abdul Karim Khalaf, the interior ministry's operations director and spokesman.

"That is why orders came from the highest level of the prime minister that our forces should be 100 per cent on the ground until further notice."

Airport closed

Motorcycles have been banned indefinitely after they were used last week in three separate attacks, killing more than 100 people.

Iraqi officials have also warned citizens to avoid crowded places.

Despite heightened security, a roadside bomb attack on a US convoy in eastern Baghdad wounded six bystanders a day earlier, police said.

In western Baghdad, a car bomb exploded in the parking area of a police academy in Al-Furat district, killing one police officer and wounding seven policemen.

In Sunday's attacks, fighters were believed to have taken advantage of a major sandstorm that reduced visibility to just a few metres in some parts of Baghdad.

The sandstorm forced Baghdad's airport to close and delayed Iraq's first oil bidding process in more than 30 years as international oil companies and representatives could not land in the capital.

The top US commander in Mosul has warned Iraqi army generals that the time has not yet come for his forces to pull out.

"The most dangerous thing that can happen to you and me is that the insurgents separate us, to put a wedge between us," Colonel Gary Volesky said.

The Iraqi army and government have asked that Volesky's troops remain in Mosul past the scheduled withdrawal date.

US general: Iraqi forces 'ready' to take over
Odierno believes it is time for US troops to move out of Iraqi cities despite ongoing fragility of war-torn Iraq.


WASHINGTON - Iraqi forces are "ready" to take over security operations in the country's cities after American troops pull back on June 30, the general in charge of US-led coalition forces there said Sunday.
"I do believe they are ready," General Ray Odierno told CNN. "They've been working towards this for a long time."
Despite a spasm of violence including bombings that have killed more than 100 people this month alone, US President Barack Obama and his military are committed to their end-June withdrawal of American troops from Iraq's urban areas.
"Security remains good, we've seen constant improvement in the security force, constant improvement in governance," Odierno said.
"I believe this is the time for us to move out of the cities and for them to take ultimate responsibility."
Just days before the US pullback, Prime Minister Nuri al-Maliki on Thursday moved to reassure Iraqis that his security forces were able to protect the population despite the continuing fragility of the war-torn country.
And Obama himself said on Friday that despite the high-profile bombings, Iraq's security situation continued to "dramatically improve."
The pullback will serve as a test for the United States, which wants to move from a warlike to a diplomatic footing with Baghdad despite fears of militants and Iran.
The retreat is in line with last November's Status of Forces Agreement (SOFA), which set out a timetable for a complete US troop withdrawal from Iraq by 2011.
Nonetheless analysts said the withdrawal of US combat forces from Iraqi cities will be less dramatic than it seems because the military, while less visible, can still intervene if Iraqi security forces appeal for help.
According to Odierno, there are currently 131,000 US military personnel in Iraq.
When asked about the recent spate of spectacular bombings in the country, Odierno blamed them on "extremist elements who are trying to bring attention to their movement that's been fractured.
"They're trying to use this time frame and this (pullout) date to first gain attention for themselves and also to divert attention from the success of the Iraqi security forces.
He also insisted that the recent spike in attacks was not a sign of a broader increase of violence across the country.
"We still have low levels of overall violence. However, these high-profile attacks, all they have done is kill innocent civilians and in fact, brought... Iraqi civilians against these terrorist groups."
Odierno said he had been given "flexibility" by Obama to make key decisions on troop numbers "based on the security environment on the ground."
"I believe we'll continue to slowly and deliberately withdraw our forces this year, but have enough forces here to ensure that we have successful parliamentary elections next January."
Northeast of Baghdad in Diyala province, one of the country's most violent regions, Iraqi forces have expressed confidence in handling their new responsibilities despite the recent wave of attacks.
"Iraqi forces have been ready for four or five months. We are ready in terms of numbers, equipment and training," said General Abdel Hussein Damuk, head of Diyala police.
