TENTATIVE FORECAST OF THE PROGRAMME OF WORK OF THE
SECURITY COUNCIL FOR THE MONTH OF JULY 2009
For information only/not an official document
This tentative forecast of the programme of work of the Security Council has been prepared by the Secretariat for the President of the Council. The forecast covers in particular those matters that may be taken up during the month pursuant to earlier decisions of the Council. The fact that a matter is or is not included in the forecast carries no implication that it will or will not be taken up during the month: the actual programme of work will be determined by developments and the views of members of the Council.
TENTATIVE FORECAST OF THE PROGRAMME OF WORK OF THE
SECURITY COUNCIL FOR THE MONTH OF JULY 2009
AFRICA
Chad, the Central African Republic and the subregion – MINURCAT
Resolution 1861 (2009) of 14 January 2009
Para. 28: requests the Secretary-General to continue to report at least every 3 months on the security and humanitarian situation, on progress in the implementation of the relevant agreements, on progress towards the fulfillment of the benchmarks set out in paragraphs 25 and 26 of the resolution, on the implementation of the mandate of the United Nations Mission in the Central African Republic and Chad (MINURCAT), and on the military situation.
Para. 29: requests the Secretary-General to inform the Security Council in his upcoming reports on the development of a strategic workplan containing indicative timelines to measure and track progress on the implementation of the benchmarks in paragraphs 25 and 26 of the resolution.
The report of the Secretary-General is expected to be issued by-mid July 2009.
Côte d’Ivoire – UNOCI and French forces
Resolution 1865 (2009) of 27 January 2009
Para. 29: expresses the intention of the Security Council to review by 31 July 2009 the mandates of the United Nations Operation in Côte d’Ivoire (UNOCI) and of the French forces which support it, the level of troops of UNOCI and the benchmarks referred to in paragraph 19 of the resolution, in light of the progress achieved in the electoral process and in the implementation of the key steps of the peace process, and requests the Secretary-General to provide to the Council a report to this end 3 weeks before this date.
The report of the Secretary-General is expected to be issued by 10 July 2009.
Para. 15: decides to renew the mandates of UNOCI and of the French forces which support it until 31 July 2009.
The mandates of UNOCI and of the French forces which support it shall expire on 31 July 2009.
A meeting between the Security Council and the troop-contributing countries will take place prior to the expiration of the UNOCI mandate.
Democratic Republic of the Congo – MONUC
Resolution 1856 (2008) of 22 December 2008
Para. 9: requests the Secretary-General to continue to report regularly, and at least every 3 months, on the situation in the Democratic Republic of the Congo and on activities of the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC), and to provide the Security Council, with the same regularity, a specific update on the military situation.
The report of the Secretary-General is expected to be issued in early July 2009.
Peace and security in Africa – Djibouti / Eritrea
Resolution 1862 (2009) of 14 January 2009
Para. 6: demands that Eritrea comply immediately with paragraph 5 of the resolution and, in any case, no later than 5 weeks after the adoption of the resolution.
Eritrea was to comply with paragraph 5 of resolution 1862 (2009) by 18 February 2009.
Para. 7: requests the Secretary-General to provide to the Security Council a report on the evolution of the situation, on the compliance by both parties with their obligations, and on his contacts with both parties and, as appropriate, with the African Union and other relevant regional organizations, no later than 6 weeks after the adoption of the resolution.
The report of the Secretary-General dated 30 March 2009 (S/2009/163) is before the Security Council.
Para. 8: decides to review the situation on the basis of the report of the Secretary-General requested by paragraph 7 above, with a view to taking, as appropriate, a further decision.
Somalia – UNPOS
S/PRST/2001/30 of 31 October 2001
Penultimate para: requests the Secretary-General to submit reports, at least every 4 months, on the situation in Somalia and the efforts to promote the peace process.
The report of the Secretary-General is expected to be issued by 17 July 2009.
Somalia – sanctions
Resolution 1844 (2008) of 20 November 2008
Para. 11(g): decides that the Security Council Committee established pursuant to resolution 751(1992) shall report at least every 120 days to the Council on its work and on the implementation of this resolution, with its observations and recommendations, in particular on ways to strengthen the effectiveness of the measures imposed by paragraphs 1, 3 and 7 of the resolution.
The Chairman of the 751 Committee is expected to report to the Security Council by 17 July 2009. 4
The Sudan – UNMIS
Resolution 1870 (2009) of 30 April 2009
Para. 2: requests the Secretary-General to report to the Security Council every 3 months on the implementation of the mandate of the United Nations Mission in the Sudan (UNMIS), progress on implementation of the Comprehensive Peace Agreement (CPA), and respect for the ceasefire, and to provide an assessment and recommendations on measures UNMIS might take to further support elections and advance the peace process.
Para. 26: requests the Secretary-General to include in his next quarterly report an assessment of progress made against benchmarks to be developed by him for measuring and tracking progress in the implementation of the UNMIS mandate, as well as any consequent recommendations regarding the UNMIS configuration.
Para. 27: requests the Secretary-General to report on the military concept of operations and rules of engagement, which are to be regularly updated and fully in line with the provisions of the UNMIS mandate under relevant Council resolutions, with the same regularity as referred to in paragraph 2, with a specific update on the security situation.
A special report by the Secretary-General on the elections is expected to be issued by mid-July 2009.
The regular periodic report of the Secretary-General is expected to be issued by mid-July 2009.
The Sudan – UNAMID
Resolution 1828 (2008) of 31 July 2008
Para. 17: requests the Secretary-General to report to the Security Council every 60 days on developments concerning the African Union-United Nations Hybrid Operation in Darfur (UNAMID), the political process, the security and humanitarian situation, and the compliance of all parties with their international obligations.
The report of the Secretary-General dated 9 June 2009 (S/2009/297) is before the Security Council. The subsequent 60-day report of the Secretary-General is expected to be issued by mid-July 2009.
Para. 1: decides to extend the mandate of UNAMID for a further 12 months to 31 July 2009.
The UNAMID mandate will expire on 31 July 2009.
A meeting between the Security Council and the troop-contributing countries will take place prior to the expiration of the UNAMID mandate.
United Nations Office for West Africa (UNOWA)
Letter from the Council President to the Secretary-General of 21 December 2007 (S/2007/754)
Requests that the Secretary-General report to the Security Council every 6 months on the fulfilment by UNOWA of its revised mandate.
The report of the Secretary-General dated 29 June 2009 (S/2009/332) is before the Security Council. 5
ASIA
Iraq – report on relevant resolutions
Resolution 1859 (2008) of 22 December 2008
Para. 5: decides to review resolutions pertaining specifically to Iraq, beginning with the adoption of resolution 661 (1990), and in that regard, requests the Secretary-General to report, after consultations with Iraq, on facts relevant to consideration by the Security Council of actions necessary for Iraq to achieve international standing equal to that which it held prior to the adoption of such resolutions.
The report of the Secretary-General is expected to be issued during July 2009.
The situation in the Middle East, including the Palestinian Question
Resolution 1322 (2000) of 7 October 2000
Para. 7: invites the Secretary-General to continue to follow the situation and to keep the Security Council informed.
Middle East – Lebanon (resolution 1701 (2006))
Resolution 1832 (2008) of 27 August 2008
Para. 6: requests the Secretary-General to continue to report to the Security Council on the implementation of resolution 1701 (2006) every 4 months, or at any time as he deems appropriate.
The report of the Secretary-General dated 29 June 2009 (S/2009/330) is before the Security Council.
Letter dated 22 November 2006 from the Secretary-General – UNMIN
Resolution 1864 (2009) of 23 January 2009
Para. 5: requests the Secretary-General to keep the Security Council informed of progress towards implementation of this resolution.
The report of the Secretary-General dated 17 April 2009 (S/2009/221 is before the Security Council. A further report of the Secretary-General is expected to be issued by-mid July 2009.
Para. 1: decides to renew the mandate of the United Nations Mission in Nepal (UNMIN) until 23 July 2009.
The mandate of UNMIN will expire on 23 July 2009. 6
OTHER
Post-conflict peacebuilding
S/PRST/2008/16 of 20 May 2008
Last para.: invites the Secretary-General to provide advice within 12 months to the relevant United Nations organs on how best to take forward, within the United Nations system, the issues of how best to support national efforts in affected countries to secure a sustainable peace more rapidly and effectively and, taking into consideration the views of the Peacebuilding Commission, how to coordinate peacebuilding activities and encourage the mobilization and most effective use of resources for urgent peacebuilding needs.
The report of the Secretary-General dated 11 June 2009 (S/2009/304) is before the Security Council.
Non-proliferation / Democratic People’s Republic of Korea
Resolution 1874 (2009) of 12 June 2009
Para. 24: decides to adjust the measures imposed by paragraph 8 of resolution 1718 (2006) and this resolution, including through the designation of entities, goods and individuals, and directs the Committee established pursuant to resolution 1718 (2006) to undertake its tasks to this effect and to report to the Security Council within 30 days of adoption of this resolution, and further decides that, if the Committee has not acted, then the Security Council will complete action to adjust the measures within 7 days of receiving that report.
The 1718 Committee is expected to report to the Security Council by 13 July 2009.
Para. 25: decides that the Committee shall intensify its efforts to promote the full implementation of resolution 1718 (2006), the statement of its President of 13 April 2009 (S/PRST/2009/7) and this resolution, through a work programme covering compliance, investigations, outreach, dialogue, assistance and cooperation, to be submitted to the Council by 15 July 2009, and that it shall also receive and consider reports from Member States pursuant to paragraphs 10, 15, 16 and 22 of this resolution.
The work programme of the 1718 Committee is expected to be submitted to the Security Council by 15 July 2009.
Para. 22: calls upon all Member States to report to the Security Council within 45 days of the adoption of this resolution and thereafter upon request by the Committee on concrete measures they have taken in order to implement effectively the provisions of paragraph 8 of resolution 1718 (2006) as well as paragraphs 9 and 10 of this resolution, as well as financial measures set out in paragraphs 18, 19 and 20 of this resolution.
The reports of Member States are expected to be submitted by 27 July 2009. 7
ICTY / ICTR – residual issues
S/PRST/2008/47 of 19 December 2008
Penult. para.: requests the Secretary-General to present a report within 90 days on the administrative and budgetary aspects of the option for possible locations for the archives of the International Tribunal for the Former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR) and the seat of the residual mechanism.
The report of the Secretary-General dated 21 May 2009 (S/2009/258) is before the Security Council.
Children and armed conflict
S/PRST/2009/9 of 29 April 2009
The Security Council recognizes the importance of including in the annexes to the Secretary-General’s reports on Children and armed conflict those parties to armed conflict that commit acts of killing and maiming of children that are prohibited under applicable international law or acts of rape and other sexual violence against children that are prohibited under applicable international law, in situations of armed conflict, and expresses its intention to continue its consideration of this issue, in order to take action within 3 months of the date of the statement.
The Security Council is expected to consider the issue during July 2009.
Women and peace and security – sexual violence
Resolution 1820 (2008) of 19 June 2008
Para. 15: requests the Secretary-General to submit a report to the Security Council by 30 June 2009 on the implementation of this resolution in the context of situations which are on the agenda of the Council, including information on situations of armed conflict in which sexual violence has been widely or systematically employed against civilians; analysis of the prevalence and trends of sexual violence in situations of armed conflict; proposals for strategies to minimize the susceptibility of women and girls to such violence; benchmarks for measuring progress in preventing and addressing sexual violence; appropriate input from United Nations implementing partners in the field; information on his plans for facilitating the collection of information on the use of sexual violence in situations of armed conflict; and information on actions taken by parties to armed conflict to implement their responsibilities as described in this resolution, in particular by immediately and completely ceasing all acts of sexual violence and in taking appropriate measures to protect women and girls from all forms of sexual violence.
The report of the Secretary-General is expected to be issued during July 2009.
