S/2011/736
First report of the Secretary-General pursuant to
paragraph 6 of resolution 2001 (2011)
92. It has been almost a year since the Security Council took the historic step of
lifting most of Iraq’s obligations under Chapter VII of the Charter of the United
Nations, a move aimed at helping Iraq normalize its international status pursuant to
Council resolution 1859 (2008). I remain committed to seeing this goal achieved.
However, this will not be possible unless Iraq fully implements its outstanding
obligations pertaining to Kuwait, namely the repatriation of Kuwaiti and thirdcountry
nationals or their remains, the return of Kuwaiti property, including national
archives, as well as the Iraq-Kuwait boundary maintenance project and compensation
payments to Iraqi private citizens pursuant to Council resolution 899 (1994). In
addition, Iraq’s reaffirmation of the land and sea borders on the basis of Council
resolution 833 (1993) would serve as an important confidence-building measure.
