The Chamber of Deputies discussed the draft law of the reconstruction of infrastructure and service sectors

House of Representatives resumed its twenty-sixth regular open, headed by First Vice-President of the Council, Sheikh Khalid al-Attiyah, said Thursday the ninth of July 2009.
He ended the meeting, which was launched in the recitation of the Holy Quran Aye of the first reading of the bill the first amendment to the Investment Law No. 13 of 2006.
Beyond was the second reading of the bill the reconstruction of infrastructure and service sectors, the MPs discussed the bill, the presence of Mr. Sami Al-Araji the head of the national investment.
The observations focused on the meaning of the concept of Representatives direct investment and how to implement and budget for it, saying that the concern of the project is heavily indebted, and not overburden the investment and that the country's budget, noting that the price of oil expected in the bill can not be trusted because it is the rise and decline of housing units and projects small in size does not fit with the nature of Iraqi society and there is a need to reduce the amounts paid by the credit and the importance of giving priority to the sectors needed by the country, including the electricity and the postponement of investment in the sectors of youth and sport, culture and communication, and critics are not subject contracts mentioned in the bill for instructions and non-governmental organizations, said the interest rate of these companies even though it ranging between (5 to 7%), as well as weakness in the materials listed in the bill, in addition to the development of specific timetables for the implementation of projects and non-conflicting with the investment projects which the ministries and the identification of projects required by the provincial and Mstvsrin on the penalty clauses of these companies that have government Iraq.
Following the Minister of State for Parliamentary Affairs Safa net debt by saying: "The primary objective of the bill is to accelerate the delivery of services to citizens."
Indicating that the bill would take advantage of the possibilities to develop the various sectors through multiple options.
With The Chairman of the Committee on the economic and investment Haidar Abadi, deputy chief of investment and some of the remarks made by the MPs.
The invitation of the Presidium of the Committees of Finance, Economy and Investment Meeting with the President of the Investment Authority, on Sunday 12/7/2009 to study all the comments and suggestions and are interested in the participation of specialists.
After the adjournment of the First Vice-President of the Council to keep the meeting open on Saturday 11/7/2009.
