Postpone the decision to remove Iraq from Chapter VII to the end of the year

I highlighted above what jumps out at me...but looks like some are not happy and are stressing that the kuwait problem needs to be put off...but others saying drop the 5%...while some are supporting the investment swap of debt.

Let's see how this plays out in the next few days...this is the only thing they can't move over under UNAMI.
