Alghanim Kuwait .. Prosecutor has spared no effort in support of Iraq to regain its natural place

Kuwait - 7-7 (KUNA) - The chairman of the parliamentary foreign affairs committee MP Marzouq Al-Ghanim said today the State of Kuwait has spared no effort to support Iraq financially and politically and morally in the regional and international forums to regain its natural place as a safe and stable.

Al-Ghanim said in a press statement that the policy of the Government and people of Kuwait aims to boost the stability of Iraq and bilateral relations based on the principles of good neighborliness and respect for the conventions, treaties and resolutions of the Security Council.

The Al-Ghanim, Chairman of the House of Representatives visited Iraq, Dr. Iyad al-Samarrai, and his country's representative indicating that the talks between the Iraqi and Kuwaiti sides have been positive.
He explained that there are important things remaining between the two sides, including the maintenance of border signs periodically in accordance with the resolution (833/1993) indicating that the cause of the delay in the maintenance of border signs since December 1994 is the Iraqi side requested to postpone the implementation of maintenance work required on several occasions.

Al-Ghanim and has recalled the state of Kuwait to meet their obligations in the issue of compensation and the Iraqi farmers that the amount deposited in the Guarantee Fund to the United Nations since 1994 as compensation for farmers whose property is now on the Kuwaiti side of the border, "but that did not happen, then the compensation due to the refusal of Saddam's defunct regime ".
"After the fall of 2003 the Iraqi government has not received such compensation from the United Nations has nothing to do with the Kuwaiti side in this matter."
The Al-Ghanim expressed hope that Iraq is the removal of encroachment and the receipt of funds from the United Nations and handing over of such amounts to the beneficiaries of the Iraqi farmers.



In regard to the issue of compensation, "It is well known that the percentage of deduction allocated to the Compensation Fund has been reduced twice, the first resolution (1330/2000), where reduced from 30 percent to 25 percent, and most recently in resolution (1488/2003) lowered the rate to five percent."

He said that the recent "significant and represents a 80 per cent deduction of the percentage of the former," indicating that the remainder of the environmental damages of about 200 t of $ 1 billion in addition to 24 billion dollars after the government claims would still complete the rest of environmental claims, "This picture must be clear of the brothers in Iraq But unfortunately, there are deliberately absent from the Iraqi people

The MP Marzouq Al-Ghanim said the resolutions of the Security Council are binding effect, whether under Chapter VI or VII in accordance with Article 25 of the UN Charter, which stipulates that "the Members of the United Nations to accept the decisions of the Security Council and implemented in accordance with the present Charter."
He stressed in this context that can get Iraq out of Chapter VII is the Iraqi government and the speedy implementation of Security Council resolutions "and not any of Kuwait's role in this matter."
And the formation of joint committees between the two sides, the Iraqi and the Kuwaiti Al-Ghanim said, "the Kuwaiti side expressed its readiness to set up committees to the friendship between Kuwait and Iraq is working to raise the level of cooperation between the two brotherly countries in various areas along the lines of friendship committees formed between Kuwait and the friendly and fraternal."

"But not for these committees the right to discuss topics related to the decisions of the United Nations and the Security Council."


Al-Ghanim said that the operational procedures are the responsibility of Governments and the State of Kuwait, "Be careful of the States to Iraq's security and stability, progress and well-being of his people."
