Background--Kuwait letter

Issues on the Security Council agenda are subject to terms of limitations/activity unless a country requests the item be kept on the agenda. Every year Kuwait sends a letter requesting their issues (compensation, archives, missing persons and boundary markers) be retained.


Background--high level coordinator expenditures

Resolution 1958 (2010) set up two escrow accounts, one for 20 million and one for 131 million. The money was taken from the DFI account prior to be turned over to Iraq. The 20 million account was to be used to pay for expenses of the United Nations related to the termination of the residual activities of the Oil for Food Program and the expenses of the high-level coordinator’s office. Iraq gets what is left in the escrow accounts on Dec 31, 2016.

The letter from the Secretary General is informing the council that the 2011 expenditures were $307,692.30. He is requesting $245,300 in funding for the high level coordinator for the first six months of 2012. It is interesting that he is planning on spending almost as much in the first six months of this year as he did for all of last year. Windreader1

I have the honour to refer to the summary statement on matters of which the
Security Council is seized, and of the stage reached in their consideration.
I should like to notify you that the Government of the State of Kuwait wishes
to see the following item retained in the list of matters of which the Security
Council is seized:

The situation between Iraq and Kuwait.

I should be grateful if you would have the present letter circulated as a
document of the Security Council.

Letter dated 18 January 2012 from the Secretary-General
addressed to the President of the Security Council

I wish to inform the members of the Security Council that the activities
undertaken to fulfil the mandate outlined in paragraph 14 of resolution 1284 (1999)
and requested in a letter dated 26 March 2008 from the President of the Council to
the Secretary-General (S/2008/206) have led to expenditures amounting to
$307,692.30 from 1 January to 31 December 2011. The funds were provided
through transfers from the Escrow Account created pursuant to Council resolution
1958 (2010).

I have taken note of the statement made to the press by the Council on Iraq-
Kuwait (SC/10490), in which the Council noted the agreement of its members to
finance the continuation of the activities of the High-Level Coordinator for a period
of six months.

Given that all parties should translate political statements of goodwill into
concrete actions to enable progress during the coming months to resolve outstanding
issues, the period ahead will require further intensification of the activities of the
High-Level Coordinator. To that end, it would be necessary to allocate resources
sufficient to finance the activities of the High-Level Coordinator and his support
staff until 30 June 2012 in the amount of $245,300. It is suggested that these funds
be earmarked from the fund balance of the Escrow Account created pursuant to
Council resolution 1958 (2010).

Should the Council agree with this proposal, the funds will be transferred
within the Escrow Account and made available to the Department of Political
Affairs of the United Nations Secretariat, which backstops the activities of the High-
Level Coordinator.

I should be grateful if you would bring this letter to the attention of the
members of the Security Council.

amazing! so why needing so much money the first 6 months?

so far I don't think the guy has done anything.
