What are the chances of Iraq's accession to the WTO?

Economic expert Dr. Manaf Ahmed answer to the question depend upon the challenges facing the accession, namely, raising the productivity and economic efficiency and the adoption of a number of the necessary legislation to regulate the entry of goods and services.

Dr. Ahmed said the Iraqi economy and particularly after 2003 suffered a decline in production rates to their lowest levels in addition to the ouster of some of the factory production process due to the destruction of the means of production due to war, as the security situation and its reflected in the migration of labor in many industries to non - their ability to compete against imported products from neighboring countries, in addition to the opening of markets to imported goods without the restrictions governing the entry according to the needs of the local market as well as the actual impact on the environment and the health of citizens.

Ahmed adds that the goods and agricultural goods led to the departure of farmers to cultivate their land does not suit the low prices of imported agricultural products with the high cost of production of these products locally, and this unequal competition withdrew the clothes and textiles and other goods.

In this context stresses that the ratios of the contribution of the agricultural sector, industrial and transport sectors and services in gross domestic product fell to their lowest levels, after they are no less than 27-30% in the eighties of the last century, noting that oil imports are now more than 93 percent of the gross national product.

Jeweler shows that there is specific challenges to Iraq's accession to the WTO, is in the legislation of laws that regulate the entry of goods and services, and consumer protection laws and policies to control the flooding, and the organization of fiscal policy, fiscal policy and guidance, to raise the investment and reduce public spending as much as possible, and to speed up the establishment of infrastructure and the attributes of high efficiency, and resolving the electricity crisis in a drastic way.

All this, as well as through the introduction of the scientific plan, clear and fast in support of the industrial sector by entering into a partnership with the factories suspended from the mixed, to be later retrieved subsidies from the profits of those companies after the modernization of production and improve product quality and diversification, with the use of international expertise if required.

The jeweler said there are other challenges is to provide support to the private sector through laws and legislation with the allocation of some funds to support the industries of this sector, and to support the agricultural sector, and to develop an urgent plan for the return of farmers to cultivate their land and investment products, and provision of seeds, fertilizer, machinery and agricultural equipment and agricultural production (Kalnelon agriculture covered), and rehabilitation and training for unemployed youth, based on deliberate plans to accommodate them deployed on the sectors of agriculture, industry and services in coordination with the private sector, and policy guidance of the bank in line with the trend of investment needed by the country and in tune with the fiscal policy and strengthen the productive capacity of society, and the need for and importance of the government have a clear economic policy that includes the revitalization of the economy and the creation of infrastructure, and then move to the production of active and continued to raise revenue by moving the material to the final stage, which contains the broad development and diversification of sources of production and upgrading of services.

The jeweler will depend upon the importance of taking into account the specificity of the resources owned by the provincial and raw materials in the development of plans and capabilities, including self-consistent in each province, and strengthen their capacity to diversify their sources of income and their ability to contribute to the gross domestic product, as well as the strengthening of national capacity in the traditional and popular and conservation, and highlight the privacy of Iraqi historical and cultural production of those industries, and the proceeds transferred to the physical impact of an active role in raising the imports of the budget.

With regard to the opportunities that may be required for Iraq's accession to the WTO, the jeweler on the organization of the Iraqi market in terms of goods and services, quality and efficiency, through the conventions to be held with the member countries of the Organization, and the possibility of price stability and non-volatility, and the entry of technology and money flow through the the flow of goods and services in the light of agreements with States, and to stop business practices that lead to dumping of cheap imports during the unfair competition resulting from the sale of foreign companies exporting products at prices competitive because they received government support, pointing to the importance of providing technical assistance to developing countries, including Iraq, to build capacity on the implementation of the agreements, and protection of intellectual property rights to creations of the human mind Iraq, and organized manner which guarantees the rights of copyright and works of art and the patent and the rights of industrial designs, trademarks, and the promotion of trade in services (insurance and banking services and telecommunications), as well as recreation and cultural services, sports and manufacturing diversification through the conditions imposed investors.

Jeweler here refers to the importance of Iraq to be available when joining the World Trade Organization access to foreign markets and export products in accordance with bilateral agreements, and underlines the importance of trade liberalization with the countries of the world, which provides for Iraq if the proper rules adopted in this area to increase income and increase the volume of foreign trade, and diversification sources of income derived from the diversity of economic actors at the various trade liberalization and the lifting of economic efficiency and productivity, and enhancing employment opportunities and the generation of energy leading to economic growth and the creation of material savings.
