President Jalal Talabani, Iraq speech before the General Assembly of the United Nations in its sixty-fifth

His Excellency President Jalal Talabani on Thursday evening, 9/23/2010 New York time, the word Iraq in front of the UN General Assembly at its fifty (65), with the following text:



"In the name of God the Merciful
Madam President,


Allow me first to congratulate you and the people of Switzerland friendly on the occasion of presiding over the General Assembly at its sixty-fifth, and it will be our delegation help you in the performance of the task entrusted to you, and we are sure that the experience and wisdom that you enjoy will be an important factor in the success of the work of the General Assembly and the goals of the United Nations, I extend thanks to my friend's illustrious predecessor, Dr (Ali Triki) for the presidency of the General Assembly at its previous session.


Have resulted in the ongoing political process since the collapse of the dictatorial regime in 2003 to radical political change in Iraq reflected in the construction of a federal democratic, united and independent in light of constitutional institutions are respected and an elected government under the Constitution.


It was not the way to reaching this goal easy and a temple, but faced many challenges, and was in the forefront of confronting the forces of extremism, sectarianism and factionalism, and respond to terrorism and the remnants of the previous dictatorial regime which is trying to return Iraq to the era of darkness and mass graves and senseless wars and I have used these powers various means, including the most heinous crimes, and allied with organized crime and global terrorist networks and cross-regional countries in order to destabilize the security and stability of Iraq and to reach that goal. The main task of the Government of Iraq is to provide security throughout Iraq and strengthen national unity and the rule of law.


Madam President,


Ladies and gentlemen,


Since I stood before you in the past year, there have been important developments in Iraq, I saw last year and this year, a significant decrease in violence and a marked improvement in the security situation in Iraq, although there were some terrorist acts which targeted innocent civilians here and there. To improve the security situation is the one who paved the way for the withdrawal of the United States of America for its combat troops operating in Iraq and complete the pullout in the 31/08/2010, based on the agreement signed between the two countries on the withdrawal of U.S. troops from Iraq and organizing activities during its temporary presence in which signed between the parties as of 17 / 11/2008.


This year also saw the success of legislative elections held on 7 / March 2010 and caught the attention of Arab, regional and international large.


All the observers from the United Nations Mission for Assistance in Iraq and the Organization of Islamic Conference and the League of Arab States in addition to international observers and civil society organizations expressed confidence that transparent and fair elections and freedom.


Currently, the main political parties are in constant contact for a productive session of the newly elected Council of Representatives elected the new Chairman of the Board and President of the Republic, and then asked the president-elect of the new prime minister to form a government based on the provisions of the Constitution of Iraq. We hope to form this new government at the earliest possible opportunity, since any delay in the formation affect negatively on the security situation, reconstruction and prosperity.


And has encouraged the improved security situation in Iraq, many Arab and foreign countries to reopen their diplomatic missions and helped to develop Iraq's relations on the regional and international levels has contributed to the appointment of new Iraqi ambassadors in various countries of the world in the promotion of these relations and broaden their horizons.


As to give Iraq to the presidency of the current session of the Arab League and the Arab Summit in March of next year, will strengthen the role of regional and Iraq will be an important step on the road to Iraq's efforts to restore its position in the international community and be an active member and in charge of the international community. And the Government of Iraq will go in this direction, the direction of deepening the bonds of friendship, cooperation and good neighborliness, and the form in which strengthen the chances of stability and security in the region.


In the area of development, the Iraqi government launched on 4 / April / 2010 national development plan for the five-year period 2010-2014, and this plan included nearly 2700 projects in strategic sectors of the different costing $ 186 billion.


This plan will contribute to the development of the Iraqi economy and improve the quality of services provided to the Iraqis as well as it will lead the implementation of this plan to create 4 million job opportunities will be a strong positive impact in addressing the problem of unemployment in Iraq and will also contribute to the return of Iraqi refugees to their country.


In this regard, the Government of Iraq believes that the real solution and the actual problem of the displaced Iraqis is in their return to their country of Iraq and to places they have left their homes, because Iraq needs the energies of all its citizens in order to contribute to building the future of their country. We therefore call upon receiving the displaced Iraqis and the international organizations and civil society organizations that work to promote a culture of voluntary repatriation.


Has received the Iraqi woman standing mission in Iraq, the federal New Democratic and enjoyed their political rights as men, and was awarded a stake in the representation in the Iraqi Council of Representatives by 25% and assumed, for the first time, since several decades a number of top cabinet posts, and represented her country as ambassador after he was deprived of this rights for more than thirty years. Moreover, the Constitution guaranteed her the right to grant their nationality to their children.


Madam President,


He formulated the Constitution of Iraq the basic principles of Iraq's foreign policy, which focused on the observance of good neighborliness and non-interference in the internal affairs of other States, the resolution of disputes by peaceful means, and to establish international relations on the basis of common interests and respect for Iraq's international obligations, and these constants do not deviate by Iraq in its foreign policy and international relations.


On this basis, we seek to establish better relations with the sisterly Arab countries and Islamic countries, and are committed to the decisions of the Arab League and the Organization of Islamic Conference.


In this spirit, we support and we support the struggle of the Palestinian people just for the Adoption of the Inalienable Rights of the disposal including the establishment of Palestinian State on the land of Palestine, as we work to implement the resolutions of international legitimacy in the re-occupied Arab territories, and we consider the Arab initiative, a practical step in the right direction towards a settlement Arab - Israeli conflict so as to achieve security, peace and stability in the Middle East.


We also call to make the Middle East a zone free of nuclear weapons and weapons of mass destruction, because it would strengthen the chances of peace and security, and in this context, we call on States that have not yet acceded to the NPT to accede to and comply with their provisions.


With regard to the nuclear issue of Iran's neighbor, Iraq believes legitimate right of States in the uses of nuclear energy for peaceful purposes, a right guaranteed by international conventions in the forefront of the NPT, and we stress the importance of reaching a peaceful solution in dealing with this file, and that dialogue and diplomacy Pacific is the most successful way to achieve this goal, the other hand, any escalation would hurt the interests of all parties and displays the security in the region at risk.


Is still the most important issue facing Iraq at this stage is to get rid of the burden of decisions issued against him under Chapter VII of the Charter of the United Nations.


Through a process of review of decisions on the basis of Security Council resolution 1859 in 2008, in response to the report of the Secretary-General contained in document (S/2009/385), we move actively in cooperation with friends and Member States in the Security Council to be settled all matters relating to the situation in Iraq At the forefront of the remaining restrictions on Iraq's disarmament, and the liquidation of contracts for oil for food program and find a mechanism to ensure the protection of Iraq's funds fails to fund the development of Iraq and the International Advisory and Monitoring Board, and we are serious about to finish this outstanding issues during the remainder of this year.


And would treat the newly elected government with issues concerning the situation between Iraq and Kuwait, notably the maintenance of stent border and compensation and the return of missing persons and Kuwaiti property, and we will work with the Kuwaitis and the related parties and with the concerned authorities of the United Nations in order to reach a settlement satisfactory to all parties and without prejudice to our under Security Council resolutions, which we have here on our respect and commitment.


That the situation in Iraq, and as a result of large positive developments that have occurred since the fall of the former regime and get rid of dictatorship, it is fundamentally different from the situation which existed when the UN Security Council adopted resolution 661 in 1990.


Accordingly, after the adoption of Security Council resolution 1859 in 2008, and the issuance of the report of the Secretary-General of the United Nations in response to the fifth paragraph of that resolution the document (S/2009/385), we see that the time had come for the Security Council acted in response to the report of the Secretary-General, under the mandate assigned to it based on the above decision, on the basis of its responsibility to maintain international peace and security, to reconsider decisions relating to Iraq and it made on the basis of Chapter VII starting from resolution 661 of 1990 and in a form that restores Iraq's international status, which was Itboowha before making those decisions .


Madam President,


The ongoing political process in Iraq aimed at building a federal democratic Iraq a unified and independent, where people are working under the constitutional institutions and authority of the law, with which human rights are protected, and in which all components of the people fully respected.


We attach great importance to our abilities and capabilities, as a country rich in natural resources and human resources, in achieving those goals, but we in this important phase of the life of our people, we need to support political, economic and international cooperation in order to stand on a firm footing will enable us to move towards the future we will be able not only to promote our country and our people towards stability, progress and prosperity, but to contribute with the international community in achieving peace, security and sustainable development of all peoples.
